I. High-Level Promotion: Project Elevated to County-Level Strategic Priority
The industrial pepper project, with a planned total investment of 1 billion RMB, covers the entire industry chain — from variety breeding and standardized planting to primary processing, deep processing, and marketing. Once fully operational, the project will have an annual supply capacity of tens of thousands of tons of high-pungency pepper raw materials, directly increasing income for over ten thousand farming households and serving as a key pillar project for Mashan County’s agricultural upgrading and rural revitalization strategy.
The county government’s principal leader stated that the county party committee and government attach great importance to the development of the industrial pepper industry, which has been listed as a key county-level industrial project for cultivation and support. This multi-department visit was organized to conduct on-site office work, centralized research and judgment, and to push the project toward early implementation, production, and results. The deputy county mayor in charge conducted in-depth discussions with the Jindao Capsaicin Technology team on specific matters related to project advancement, including land supply, factory facilities, and infrastructure support, and requested all relevant departments to proactively provide front-line services and ensure full element guarantee.
County-Level Task Force Established with Regular Coordination Mechanism
To efficiently advance the project, all parties reached agreement on establishing a dedicated project task force and a regular coordination mechanism.
[Task Force Mechanism Key Points]
■ Led by a deputy county-level official, with members from the Bureau of Agriculture and Rural Affairs, Bureau of Natural Resources, and Investment Promotion Center
■ Fixed tripartite joint meeting held in the second half of each month to regularly assess progress and coordinate solutions to bottlenecks
■ Full-process tracking and dedicated support for land supply, factory facilities, special bond applications, and supporting infrastructure
The establishment of the task force mechanism marks the formal inclusion of the Mashan County industrial pepper project into the county-level key project management system, which will provide stronger organizational guarantee and policy support for the rapid advancement of the project.
II. Core Focus: Drying Production Line — The Critical Link in the Industry Chain
The drying and primary processing production line is the “throat project” of the entire industrial pepper value chain, and was the core topic of this meeting. Fresh peppers must be dried within 48 hours after harvest, otherwise they face quality degradation and even spoilage losses. Whether the drying line can be commissioned synchronously with the planting base directly affects the post-harvest handling capacity of the initial 30,000-mu pepper crop, and ultimately the successful implementation of the 1 billion RMB raw material order.

Figure 2: In-depth discussion on core issues including drying production line construction
Three Core Issues Clarified
The parties conducted item-by-item research and consultation on key issues regarding the implementation of the drying and primary processing production line, focusing on the following three aspects:
[Three Core Issues for Drying Line Implementation]
■ Site Selection and Land Use: Confirming the location, land use nature, and scale of the drying production line to ensure compliance and convenient transportation
■ Factory Facilities and Construction Timeline: Determining the construction model — state-owned heavy-asset construction or existing factory renovation — and locking in the construction timeline to ensure precise synchronization with the 30,000-mu pepper harvest cycle
■ Cooperation Model and Rental Terms: Clarifying the factory leasing model, rental pricing, and delivery timeline, implementing the “state-owned heavy assets + operator light assets” cooperation model
The county government’s principal leader emphasized that the drying production line is the critical node of the entire industry and must be given high priority and accelerated progress. The County Bureau of Natural Resources will promptly identify alternative land parcels, and relevant departments will cooperate in the research and demonstration of construction plans to ensure the drying line and planting base are planned, constructed, and commissioned simultaneously, fundamentally avoiding the risk of fresh pepper spoilage. Jindao Capsaicin Technology stated that it will fully cooperate by providing technical process parameters and factory construction standards for the drying production line to support the formulation of the project plan.
III. Solid Foundation: Coordinated Development of 30,000-Mu Planting Base
The planting base is the “first workshop” of industrial development. The land transfer and supporting facility construction for the initial 30,000-mu industrial pepper planting base is the top priority of the current project advancement.
Three-Tier Planting System for Layered Land Integration
Given Mashan County’s land resource characteristics and agricultural production organization model, the parties agreed to adopt a three-tier layered integration model: demonstration base level, cooperative level, and smallholder level.
At the demonstration base level, the company directly operates and manages high-standard, replicable planting templates. At the cooperative level, village collective cooperatives organize farmers for contiguous planting with unified seed supply, technical guidance, and product recovery. At the smallholder level, dispersed farmers are guided to participate through technical training and guaranteed-price purchase policies. This three-tier approach ensures both controllable raw material quality and full enthusiasm among farming households.
Supporting Facilities and Policy Guarantees
The county government will coordinate the construction of high-standard farmland supporting facilities and the implementation of agricultural insurance to provide comprehensive guarantees for planting base development. Both parties will also jointly research policy application pathways for special bonds and industrial subsidies to actively secure higher-level policy and funding support.
IV. Standardized Operations: Strengthening Local Platform Governance
As the local operational platform for the project, Mashan Weijie Jindao Capsaicin Agricultural Development Co., Ltd. undertakes core functions including planting base management, raw material procurement and processing, and market sales. The standardized operation of the platform company is directly related to the long-term healthy development of the project.
During the meeting, both parties conducted in-depth exchanges on the governance mechanism and supervision system of the local platform company, and clarified the core requirements of state-owned asset supervision:
[Local Platform Governance Mechanism]
■ Joint Signatory System: Major capital expenditures require joint approval from both the state-owned asset party and the operating party to ensure standardization and transparency
■ Prohibition of External Guarantees and Debt: Strict control over external guarantees and borrowing to prevent financial risks
■ Monthly Joint Assessment: Establishment of monthly joint meetings and performance appraisal mechanisms for regular evaluation and continuous optimization
By establishing a sound modern corporate governance structure and state-owned asset supervision mechanism, the platform ensures both the safe operation of state-owned assets and the flexibility and efficiency of market-oriented operations, providing institutional guarantees for the long-term stable development of the project.
V. Consensus and Outlook: Accelerating the Project Forward
After in-depth exchanges and full consultation, this meeting achieved fruitful results, with all three parties reaching high consensus on multiple key matters.
Three Core Consensus Points
First, the parties agreed in principle to establish a county-level task force for the industrial pepper project, with a clearly identified lead county official and member units, and a monthly special scheduling meeting mechanism to provide organizational guarantee for project advancement.
Second, a framework consensus was reached on the construction of the drying and primary processing production line, clarifying the site selection direction, construction model, and delivery timeline targets, as well as the lead department and technical parameter requirements to be provided by Jindao Capsaicin Technology.
Third, the responsible departments and timelines for land transfer and supporting facilities for the initial 30,000-mu pepper base were confirmed.
Post-Meeting Action Plan
[Post-Meeting Action Plan]
